2025-2027 Immigration Levels Plan
As per the 2025-2027 Plan, the Overall Planned Permanent Resident Admissions under the Economic category is as follows.
Category | Target set for PR admissions (232,150) |
---|---|
Federal Economic Priorities | 41,700 |
In-Canada Focus | 82,980 |
Federal Business | 2,000 |
Federal Economic Pilots: | 10,920 |
Atlantic Immigration Program | 5,000 |
Provincial Nominee Program | 55,000 |
Quebec Skilled Workers and Business | 34,500 |
Regularization Public Policy | 50 |
Based on the 2024 survey, in which IRCC asked Canadians to share their views on three economic priorities and areas of focus for category-based selection in Express Entry in 2025, the key priorities include:
Addressing structural labour market shortages
Addressing emerging labour needs
Supporting economic growth through Francophone immigration outside Quebec
Based on this report, the following might happen:
✅ In the Federal Economic Priorities (category draws), the total planned admissions will be 41,700, which includes all categories mentioned above. Most admissions will be allocated to French-speaking workers, followed by healthcare occupations, trade occupations, STEM, education occupations, and agricultural and agri-food occupations.
✅ In Canada, the focus (~83,000) will primarily be on CEC draws, providing a significant opportunity for those who already have or are gaining Canadian experience.
✅ In Pilot programs, the Agri-food program has already closed with 1,010 admissions, and approximately 5,000 spots will be allocated for the caregiver pilot, covering both NOC Home Support Workers and Child Support Workers.

Tips for PR
If you have 1 year of experience in a TEER 0, 1, 2, or 3 category occupation, you are eligible for CEC draws.
If you have at least 6 months of Canadian experience in a TEER 0, 1, 2, or 3 category occupation and switch to any eligible occupation in the healthcare & social services, trade, STEM, Agri-Food, or education categories, you just need 6 months of experience to become eligible for PR in this category draw.
✅ For example:One of my friends is working at Walmart as a department manager (NOC 62010) and has 6 months of experience in a TEER 2 category occupation. Now, he is switching to Welder (NOC 72106), which is also a TEER 2 occupation. Once he gains six months of experience as a welder, he will be eligible for both CEC draws and Trade category draws.
If you already have foreign experience and qualified for Federal Skilled Trades Program or Federal Skilled Worker Program, you only need to gain 6 months of Canadian experience to be eligible for an invitation in these category-based draws.
