Cap for Caregiver Pilot & Historical PR admissions

As per the latest update, Marc Miller mentioned in a recent interview that the Home Support Worker Pilot will have a limit of 2,750 applications. This cap applies to the number of applications accepted for this specific caregiver pilot program.

The table below displays historical confirmed PR admissions for NOC 2011: 4412 - Home Support Workers, Housekeepers, and related occupations across all PR pathways, including Caregiver Pilot Program, PNP and other pilots.

However, the actual number of approved PRs has been well below the targeted 2,750 applications.

There are two possibilities:

  1. IRCC might have received 2,750 applications, but only approved PR for the numbers displayed. or,

  2. There may not have been enough applicants in the last 3 years.

This year 2025, there could be a surge in applications, as the program has gained popularity through immigration consultants and influencers, which may help achieve the full target of 2,750 applicants.

Rachel Bendayan is Canada’s new Immigration Minister

Rachel Bendayan has been appointed as Canada’s new Minister of Immigration, Refugees, and Citizenship on March 14, 2025, following a cabinet reshuffle by Prime Minister Mark Carney. Bendayan, a Member of Parliament for Outremont, Quebec, replaces Marc Miller in this critical role. She is recognized as the first Canadian of Moroccan descent to serve in federal government, breaking barriers since her election in 2019.

Bendayan brings extensive experience to the position, having previously served as Minister of Official Languages and Associate Minister of Public Safety. Her legal background includes nearly a decade specializing in international trade law at Norton Rose Fulbright and teaching at Université de Montréal’s Faculty of Law. Her pragmatic and policy-driven approach is expected to focus on refining immigration strategies while prioritizing French-language pathways to address Quebec's needs.

Under Minister Bendayan, Canada’s immigration policy will focus on sustainability and aligning targets with economic and infrastructural capacity. Key priorities include:

  1. Sustainable Immigration Targets: Maintaining cautious immigration levels in line with Canada’s capacity.

  2. Economic Immigration Focus: Prioritizing skilled workers in high-demand sectors like healthcare, technology, and trades through programs like Express Entry and PNPs.

  3. Temporary Foreign Worker Program Adjustments: Stricter regulations for sectors with labor surpluses, focusing on industries facing shortages.

  4. International Students: Tighter controls on study permits to address housing and labor market imbalances.

  5. French-Speaking Immigration: Promoting French-speaking immigration, particularly outside Quebec.

  6. Pathways for Temporary Residents: Favoring transitions from temporary to permanent residency for better integration.
