Allocation for 2025 Provincial Nominee Program
Canada’s latest immigration plan highlights a major shift in Permanent Residency (PR) allocations, with a strong focus on in-Canada applicants. Here’s what you need to know:
In-Canada Focus: A target of 82,980 PR spots for in-Canada applicants, with more category-specific draws expected for French-speaking, Skilled Trades, Healthcare, and Canadian Experience Class (CEC) candidates.
PNP Cuts: A 50% reduction in Provincial Nominee Program (PNP) allocations has raised concerns. The total PR target for all PNP programs is now 55,000, down significantly from previous years.
Provincial Impact:
Ontario: Expected to drop from 21,500 to 10,750 nominations.
British Columbia: Likely to decrease from 15,100 to 7,586.
Many provinces like Manitoba, Newfoundland and Labrador, Alberta have already confirmed that their PNP allocations will be cut by around 50% for 2025.
These changes could reshape immigration pathways in 2025, particularly for provinces relying heavily on PNPs.

Ontario Updates OINP Rules for Self-Employed Physicians

Ontario has made it easier for self-employed physicians to qualify under the Ontario Immigrant Nominee Program (OINP). The changes, effective January 27, 2025, remove barriers for physicians billing OHIP.
Key Updates:
Employer Job Offer – Foreign Worker Stream:
Self-employed physicians no longer need a job offer to apply.
Must be registered with the College of Physicians and Surgeons of Ontario (CPSO) and hold a valid certificate for patient care.
Must be eligible to receive OHIP payments.
Express Entry Streams:
Self-employment work experience now counts for eligibility under the Human Capital Priorities and French-Speaking Skilled Worker streams.
Applicants must still meet federal criteria under the Federal Skilled Worker Program or Canadian Experience Class (CEC).
These changes align with recent federal immigration updates and aim to attract more healthcare professionals to Ontario.

British Columbia
The federal government has confirmed that B.C.’s provincial nominee allocation for 2025 will be 4,000, marking a 50% reduction from 2024.
As a result of this decrease, the BC Provincial Nominee Program (BC PNP) is re-evaluating its approach for 2025. This will affect key processes, including invitations to apply (ITAs) and the opening of student streams.
The Health Authority and Entrepreneur streams will remain open.
With the significantly reduced number of nominations, BC PNP processing times are expected to increase for the remainder of the year.

Newfoundland & Labrador Wins Back 1,000 Immigration Spaces!
After pushing back against federal cuts, Newfoundland and Labrador has secured the return of 1,000 economic immigration spaces for 2025, bringing the total to 2,525. This includes 2,050 NLPNP spaces and 475 AIP spaces, plus 290 humanitarian migrants over two years.
The move aims to address labor shortages in key sectors like health care and construction. While new economic applications are paused until mid-February, in-demand roles will still be processed.
A big win for the province’s growth! 🍁
