RCIP Eligibility
Valid Job Offer: You must have a valid job offer from a designated employer in the community.
Work Experience: You need at least 1 year (1,560 hours) of related work experience within the past 3 years. The work experience must match the job field and duties (NOC/TEER level).
Work Experience Exemption: If you studied and graduated in the community, work experience may not be required.
Language Proficiency: You must prove your language abilities by taking an approved language test.
Educational Credentials: You must have a Canadian educational credential or the foreign equivalent. If your education is from outside Canada, you may need an Educational Credential Assessment (ECA).
Proof of Funds: You must show proof of sufficient funds to support yourself and your family when transitioning to the community.
Community Recommendation: You must obtain an official letter of recommendation from the community, confirming your intention to settle and your alignment with local needs.
✅ Job Offer Requirements (with Examples)
To qualify for the RCIP, your job offer must:
Be full-time (30+ hours/week)
Be permanent (no end date)
Coming from an approved employer in a participating community (e.g., Moose Jaw)
Match or align with your work experience (NOC duties and TEER level)
Offer a wage at or above the local wage for that job “depends on community”
Match the official NOC job description
💼 Example 1: Job Offer That Meets the Requirements
Applicant’s Experience:
Job Title: Software Engineer
NOC: 21231
TEER Level: 1
Experience: 2 years of full-time experience in the last 3 years
Job Offer:
Position: Web Developer (NOC 21234, TEER 1)
Location: Moose Jaw
Hours: 40 hours/week
Type: Permanent
Wage: Meets local standard
Duties: Web design, coding, back-end development (matches NOC duties)
✅ Result: This offer is valid — it's in the same field, TEER level matches, and all conditions are met.
❌ Example 2: Job Offer That Does Not Meet the Requirements
Applicant’s Experience:
Job Title: Software Engineer (TEER 1)
Experience: 3 years
Job Offer:
Position: Farm Labourer (NOC 85100, TEER 5)
Location: Moose Jaw
Type: Permanent, full-time
Duties: Feeding animals, cleaning barns
❌ Result: Why it’s invalid:
The job offer is in a completely different field
TEER 5 is too far from the applicant’s TEER 1 experience
For TEER 5 jobs, the work experience must match exactly (same 5-digit NOC), which it doesn't
🔁 Example 3: Job Offer from a Different TEER, But Still Valid
Applicant’s Experience:
Job Title: Software Engineer (TEER 1)
Job Offer:
Position: Computer Network Technician (NOC 22220, TEER 2)
✅ Result: Valid
Why it's valid:
Although the job is in a lower TEER (TEER 2), the work is still related to IT
The job duties and field are closely aligned
TEER 1 experience qualifies you for jobs in TEER 0, 1, 2, or 3
Rural Community Immigration Pilot (RCIP) eligible occupations
The Rural Community Immigration Pilot offers permanent residence (PR) to skilled workers who want to work and settle in rural and more remote communities.
We chose 14 communities who showed they can support and benefit from skilled migrants. They will approve certain employers to hire for jobs that they can’t fill with local workers.
Ontario
The program is not yet live. The team is actively preparing for its launch. [March 12, 2025] Website is under construction—updates will be posted here. For eligibility and process details, visit the IRCC website.
Program is in development and not yet accepting applications. Launch expected later this spring.

Nova Scotia
Pictou County, NS: The program is in development, with training and planning underway. Launch date is yet to be determined. It will focus on priority sectors and in-demand occupations, with a limited number of PR recommendations to support sustainable growth.
Manitoba
Steinbach has been approved to join the RCIP, aiming to address workforce shortages in Southeast Manitoba. The program launches in May 2025, starting with employer designation. The first intake is expected on June 1.
Priority sectors and 25 NOC codes will be shared in early May.
We are working with IRCC to identify critical labour gaps and designate trusted employers and we will share details and timelines for employers and prospective PR candidates soon.
There are no designated employers yet. Once employers are designated, a list will be available on the website.
15% of Brandon's allocation for 2025 will be dedicated to the health sector. The remaining allocation will be distributed on a first come first serve basis.

Saskatchewan
Moose Jaw
has been selected for the Government of Canada’s new Rural Community Immigration Pilot (RCIP), aimed at attracting skilled workers to rural areas. However, no funding has been secured yet, so the program is not active in Moose Jaw. As a result, no applications are being accepted and no start date has been set. Updates will be shared at www.moosejawrnip.ca. For general RCIP info, visit the IRCC website.
Alberta
Claresholm, AB: The program has not yet launched. We are preparing for its release, and more details will be available soon. Stay tuned for updates.
British Columbia
There are no updates for all three communities as they are still in the development phase. Please check the respective community websites, or we will post updates here once available.

Importance of Priority Sectors
When assessing eligibility, the industry/sector takes predominance. Only those who work in a priority sector have the opportunity to be recommended by the community. If someone works in a priority NOC codes but not for an employer in a priority sector, then they are ineligible.
