📢 New Caregiver Pilot Program (NOC 44101 & 44100) Details Inside!

In June 2024, Canada introduced new pilot programs to support caregivers (NOC 44101 & NOC 44100), showing a strong commitment to making the caregiver program a permanent part of its immigration system.

📝 Quick Overview of the New Caregiver Pilot Program

The caregiver pilots, which began in 2019, officially ended on June 17, 2024. But don’t worry! Just a week later, on June 24, 2024, IRCC launched new caregiver pilot programs that make it easier for home care workers to get permanent residency in Canada.

  • Work Experience: You now only need 6 months of work experience instead of 12.

  • Eligibility: They’re accepting work experience from both inside and outside Canada, as long as it was gained within 36 months before applying for PR.

However, IRCC has reached this year’s cap limit for the caregiver pilot and is not accepting new applications right now. But don’t worry—they’ll reopen in 2025, so keep an eye out for updates!

✔️ Requirements for the Caregiver Pilot:

To qualify for this caregiver pilot, you must have worked in one of the following NOC jobs:

➡️Home Child Care Provider (NOC 44100)
  • You must provide child care either in your own home or in your employer’s private home.

  • The location cannot be an institutional setting like a daycare.

  • You don’t need to live with your employer to qualify.

  • Experience as a foster parent does not count.

➡️Home Support Worker (NOC 44101)
  • You must assist someone who needs help from a home support worker in your employer’s private home.

  • The location cannot be an institutional setting such as a nursing home.

  • You don’t need to live with your employer to qualify.

There are two ways to apply under this pilot:

 Direct to Permanent Residence Category (Updated June 24, 2024)

  • Work Experience: You need at least 6 months of full-time work experience in Canada within the 36 months before applying for the Direct to Permanent Residence category.

  • Language Level: CLB 5 in English or NCLC 5 in French

  • Education: You must have a post-secondary education credential of at least 1 year from Canada or an equivalent foreign credential assessment.

Gaining Experience Category (Updated June 24, 2024)

  • Work Experience: You need at least 6 months of full-time work experience in Canada or abroad within the 36 months before you submit your application under the Gaining Experience category.

  • Genuine and Valid Job Offer: To obtain or complete the work experience needed for permanent residence through the Home Child Care Provider or Home Support Worker Pilot, you must have a genuine and valid job offer. The job offer must:

    • Be submitted using the Offer of Employment IMM 5983 form

    • Be full-time, with at least 30 hours of paid work each week

    • Be located outside of Quebec

    • Be from a Canadian employer who is not a business, embassy, high commission, or consulate

    • Be for direct care, either for the employer’s own needs or for someone they have a personal relationship with (like a parent, spouse, or child)

    • Be genuine, with a real need for you to fill the position

  • Language Level: CLB 5 in English or NCLC 5 in French

  • Education: You must have a post-secondary education credential of at least 1 year from Canada or an equivalent foreign credential assessment.

📊 Economic Pilots Overview and Allocation Limits

According to the immigration plan, the Economic Pilots—which include the Agri-Food Pilot, Caregiver Pilot, Federal Economic Mobility Pathways Pilot, and Rural and Northern Immigration Pilot—have the following allocation limits:

  • 2024: 10,875

  • 2025: 14,750

  • 2026: 13,750

Caregiver Pilot:
The caregiver pilot has reached its cap for 2024 and is no longer accepting new applications. According to IRCC data (Jan-Jun 2024), over 3,000 PR applications have already been processed under this pilot, with more likely still in the pipeline. This could be why the program has closed for the year, having reached its limit.

According to Canada's 2025–2027 Immigration Levels Plan, the allocation for Federal Economic Pilots is set at 10,920 for 2025.

📈 Historic Allocation and Approved PR

According to the plan, the estimated allocations for the Economic Pilots (which include the Agri-Food Pilot, Caregiver Pilot, Federal Economic Mobility Pathways Pilot, and Rural and Northern Immigration Pilot) were 10,250 for 2022, 8,500 for 2023, and 10,875 for 2024.

However, as per IRCC Permanent Residents data, only 6,675, 7,450, and 6,730 applications were approved for 2022, 2023, and 2024, respectively. Note that the 2024 data is only for January to June, so there may be more applications still under process.

🔮 Our Prediction for 2025:

Analyzing the past three years, approximately 40% to 60% of the Economic Pilots allocation has been dedicated to the Caregiver Pilot. If this trend continues, we can estimate that in 2025, around 50% of the total Economic Pilots target of 10,920 (as per the Immigration Levels Plan for 2025-2027), will be allocated to the Caregiver Pilot. However, considering that historically only about 80% of these projections result in actual permanent residency grants, this would translate to approximately 8,736 PR admissions, and 50% that would be ~ 4,368.

Estimated Caregiver Pilot PR for 2025:

  • Approximately 4,368 (assuming 50% of Economic Pilot PR is allocated to Caregiver)

  • In a more optimistic scenario of 60%, it would be around 5,241

*this estimate is purely based on data and our analysis. Predicting IRCC and girlfriend's mood (जिनकी नहीं है, वो सपने में सोच सकते हैं)—both are equally tough! 😅

📋 Other PR Pathways & Draws for NOC 44101 (Home Support Worker)

OINP Employer Job Offer: In-Demand Skills stream

If you have a permanent job offer from an employer in Ontario for NOC 44101 (Home Support Workers, Caregivers, and Related Occupations), you are eligible for the OINP Employer Job Offer: In-Demand Skills stream.

  • Valid Job Offer: You must have a valid job offer in Ontario. The job offered should meet or exceed the median wage level for that occupation in the specific region of Ontario.

  • Work Experience: You need at least 9 months of cumulative paid full-time work experience in Ontario.

  • Language: You must have a Canadian Language Benchmark (CLB) level 4 or higher.

  • Education: You must have a Canadian secondary school (high school) diploma or an equivalent credential from another country.

SINP: Health Talent Pathway (Non-Express)

  • Language: CLB 5 or higher in English and/or French. Some employers may require higher scores.

  • Work Experience:

    • In Saskatchewan: At least 6 months (780 hours) of full-time work with the employer giving you the Job Approval Letter. Experience doesn’t need to be consecutive.

    • Not with supporting employer: At least 1 year of work experience in your field within the last 5 years if you’re not working full-time with the employer providing you Job Approval Letter.

  • Education: Post-secondary education related to the job offered (e.g., Bachelor’s or Master’s degree, or a diploma requiring at least two years).

  • Job Offer: Have a permanent, full-time health sector job offer in Saskatchewan and a valid SINP Job Approval Letter from your employer.
